                                                                                                                       Recreation Committee

                                                                                                                       January 05, 2016

 

A meeting of the Recreation Committee was called to order by Mayor Leigh Stoddart at 9:00pm with Councillors Russell Atkinson, Trudy Quinlan, Irene Baker, Rex Stoddard, Cecil Brannen and Sherry Atkinson present.

 

The Recreation Committee discussed the upcoming 2016 events for the Town of Clarks Harbour, which is:  the Volunteer Supper, April 11 2016, to be held at the legion at 6:30pm; July 1st 2016 events; Seniors Tea, to be held August 10 2016 at 1:00pm at the legion; Pumpkin Weigh Off – date to be determined; the Haunted House – dates to be determined and the Town Christmas Party, held the first Friday in December.

 

In a motion by Councillor Brannen, seconded by Councillor Quinlan that the July 1st events be tendered out to the public for a person or persons to organize and carry out the various events for this occasion.  Motion carried.

 


The meeting was adjourned at 10:10 pm by a motion made by Councillor S. Atkinson.

                                                                                                                         January 05, 2016

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:30pm with Councillors Rex Stoddard, Cecil Brannen, Sherry Atkinson, Trudy Quinlan, Irene Baker and Russell Atkinson present.

 

Additions to the Agenda

            a)  Electric Range

          

Approval of the Agenda: It was moved by Councillor Brannen and seconded by Councillor Quinlan that the Agenda as well as the additions be approved as circulated. Motion carried.

 

Approval of Previous Minutes: It was moved by Councillor S Atkinson and seconded by Councillor R Atkinson that the Minutes from the previous meeting be approved as circulated. Motion carried.

 

APPOINTMENTS:

 

MATTERS ARISING FROM THE MINUTES: 

            a)  Employee Evaluations – Council was presented with three variations of Employee Evaluation/Performance forms, ‘Employee Performance Evaluation Form, Employee Success Plan and Employee Performance Review’.

 It was motioned by Councillor Brannen and seconded by Councillor S. Atkinson to accept the ‘Employee Performance Review’ form.  Motion carried.

 

b)  Events Page on Facebook - The reinvention of a facebook page advertising the Town’s events was discussed.

It was motioned by Councillor Stoddart and seconded by Councillor Quinlan that the clerk contact Ronda Ross, who does the web site for the Town, to set up a facebook page called ‘Town of Clarks Harbour Events’, and that it advertise town sponsored events only, and that a ‘no comment’ specification be made as well.  Motion carried.

 

 REPORTS

 

Streets, Sewers and Unsightly Premises:  The monthly report was read and discussed.

 

Recreation:  No recreation report was presented.

 

Building Inspectors Report:  There was no building permits issued for the month of December.

Fire:  There was no Fire report available.

 

Police: There was no Police Report available.

 

Mayor/Councillors:  Councillor S. Atkinson reported on a region 6 and a regional library meeting that she had attended on behalf of the Town.

Councillor Quinlan reported on Kids Fair Play F’und and a SASI meeting that she had attended on behalf of the Town.

 

CORRESPONDENCE

 

a)  Shelburne County Tourism Association – A request was received from the Shelburne County Tourism Association asking for monetary assistance to cover production costs for a brochure they are developing for local beaches.  In a motion by Councillor Brannen, seconded by Councillor R. Atkinson, that we decline this request at this time as the grant budget has been reached for this fiscal year.  Motion carried.

 

NEW BUSINESS

 

            a)  Region 6 Waste Management Budget – The 2016/2017 Region 6 Waste Management budget was presented to council for approval.  The Town of Clarks Harbour’s contribution for that fiscal year is $799.80, which will be billed on a quarterly basis.  Councillor Quinlan motioned that they accept the budget as presented, seconded by Councillor S. Atkinson.  Motion carried.

 

            b)  Volunteer of the Year Nominations – Volunteer of the Year Nomination forms were presented to Council members for distribution.  The Town will host the local banquet for the volunteers nominated for the Town and the Municipality of Barrington. The date for this has been set as April 11 2016, at 6:30pm, at the Legion. The provincial banquet is on April 4 2016 in Halifax.

 

            c)  Julianne Link – Julianne Link will be on a leave of absence for three weeks, beginning January 25th, 2016 due to medical issues.

 

            d)  Bernadette Jordan – Bernadette Jordan, Liberal representative for the riding South Shore St. Margarete’s, requested a meeting with Council on January 15 2016, but due to employment obligations, Council members would be unable to attend.

 

            e)  Nurse Practitioner – The nurse practitioner, Georgeann MacDonald, will be at the clinic in Clarks Harbour, full time, beginning January 05 2016, her hours are Monday to Thursday, 9:30am to 6:30pm.

            f)  Access to records request – A CBC journalist requested Council’s and Clerks travel expenses for the fiscal year 2014/2015.

            g)  Bluenose II – the Bluenose II will be docking at the West Head wharf from September 6th to the 9th, 2016.

 

            h)  Draft Financial Condition Indicators Report – The draft FCI report was circulated and discussed.

 

            i)  2016 Property Assessments – The 2016 Assessment Roll Report was circulated and discussed, there was a slight increase in assessment values from 2015.

 

 

Additions to the Agenda:

 

a)  Electric Range – An inquiry of purchasing was made with regards to the electric range at the Seaside Heritage Centre.  In a motion made by Councillor Baker, seconded by Councillor Brannen, the sale of this item would not be an option as it may be required in the future.  Motion carried.
