Regular Session


Town Council


February 06, 2024


The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Louann Link, Trudy Quinlan, Irene Baker, and Russell Atkinson present.

Special appearance by Andrea Hyslop, Municipal Advisor.



ADDITIONS TO THE AGENDA:


None



APPROVAL OF THE AGENDA:


It was moved by Councillor Baker and seconded by Councillor Atkinson that the agenda be approved as circulated. Motion carried unanimously.


APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Link and seconded by Councillor Quinlan that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.


APPOINTMENTS:


  1. Peter Fairweather/Meghan Pond – noise complaint


Mr Fairweather and Ms Pond was present at Council to express their concerns regarding a transport truck being run unnecessarily for long periods of time across the street from their home located at 2422 Main Street.

Mayor Stoddard indicated that he would speak to the persons to whom the transport truck belonged to try and rectify the situation that has been ongoing for 2+ years.

Councillor Quinlan motioned that Mayor Stoddard contact the persons in question by phone to rectify the situation, Councillor Atkinson seconded the motion, motion carried.

REPORTS:


Streets, Sewers and Unsightly Premises:

The Public Works Report was presented to Council and discussed.



Recreation:


A meeting to discuss the Canada Day events for 2024 has been set for March 13, 2024, in the Council chambers commencing at 6:30pm.


Building Inspector Report:


There were four (4) permits issued for the month of January 2024, with a estimated value of forty thousand (40,000).


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.

Councillor Link had asked for clarification about a nurse practitioner of which she was told by Nolan Young, MLA for Shelburne County that a nurse practitioner was to practice out of the old Dr Blair office one day a week. Mayor Stoddard told her that he had been in contact with NS Health, but nothing had been clarified at the time of this meeting.


CORRESPONDENCE:


All relevant correspondence was shared with Council via email and only that that required action is listed below.


  1. Western Counties Regional Library


The Town received correspondence from the Board Chair of the Western Counties Regional Library requesting a 5% increase in the 2024/2025 annual remuneration, which results in a three hundred dollar ($300) increase from previous years.

Councillor Baker motioned to increase the remuneration from sixty-three hundred dollars ($6300) per year to sixty-six hundred dollars ($6600) per year, Councillor Link seconded the motion, motion carried.

NEW BUSINESS:


  1. Alternative Voting Options – 2024 Municipal Election


After some discussion on the types of alternative voting such as internet and telephone it was decided that with such a small population and with proxy voting available that it would probably be best to stay with the paper ballets.

Councillor Atkinson motioned to proceed with paper ballets for the upcoming 2024 municipal election, Councillor Quinlan seconded the motion, motion carried.




  1. Heritage Hall


Mayor Stoddard asked of Council to consider tendering out the painting of the Heritage Hall. The Public Works team have been trying unsuccessfully to get it painted but without the proper equipment found it difficult to accomplish. It was also noted that Nova Scotia Power would also be involved because of the high voltage power line that runs directly in front of the upper portion of the building.

Councillor Atkinson motioned to tender out the job to an independent contractor/painter, Councillor Link seconded the motion, motion carried.


  1. Boardwalk


Mayor Stoddard asked of Council if they wished the area between the boardwalk and the rocks bordering the shoreline be lined with topsoil and highway grass. The estimated cost of the topsoil was four thousand dollars ($4000).

Councillor Atkinson motioned to purchase the topsoil and to proceed with the project, Councillor Quinlan seconded the motion, motion carried.


  1. Volunteers (Awards)


Council was asked if there was any interest in spearheading the volunteer recognition program. There was some discussion, but no concrete decision was made.


  1. Grants 24/25 Budget


Council preapproved grants for the 2024/2025 fiscal year, setting a budget of fifteen thousand dollars ($15000). Except for those organizations mentioned in the grant policy, organizations must request funding, those not on the original list will be taken to Council for approval or not.

Councillor Link motioned to set the grants to organizations budget at fifteen thousand ($15000), Councillor Baker seconded the motion, motion carried.

  1. Property Tax Rate for 2024/2025


Councillor Baker, seconded by Councillor Link , motioned to keep the residential tax rate at $1.68 per $100 of assessment and the commercial tax rate at $5.58 per $100 of assessment, motion carried


  1. Sewer Service Rate for 2024/2025


Councillor Link motioned, seconded by Councillor Quinlan to approve the sewer service rate of $238, which was no change from the 2023/2024 rate, motion carried.



  1. Lighthouse Planter made by Winston Smith



Councillor Baker motioned to purchase a lighthouse planter from local resident Winston Smith for the sum of one hundred seventy-five dollars ($175), Councillor Atkinson seconded the motion, motion carried.



  1. Tender – Returning Officer


The Town received one tender for the position of Returning Officer for the upcoming election in October 2024. The tender was from Wanda Atkinson in the amount of forty-four hundred dollars ($4400).

Councillor Atkinson motioned to accept the bid of forty-four hundred dollars ($4400) from Wanda Atkinson, Councillor Quinlan seconded the motion, motion carried.


  1. Additional Property Tax Payment Options


Currently, only those that bank with RBC are able to pay their property taxes using online banking. The Clerk asked Council to consider adding other banks to the list to ensure that all residents and property owners were getting similar payment options.

Councillor Baker motioned, seconded by Councillor Link, that other financial institutions be added to the list of institutions so that property owners that use other financial institutions besides RBC be able to pay their property taxes using online banking, motion carried.


  1. Staff Wages (in camera)


At this time the Clerk left the meeting, Mayor Stoddard commenced with the minutes.

At 9pm Councillor Link motioned to move in camera, Councillor Atkinson seconded the motion, motion carried.


At 9:40pm Councillor Baker motioned to move out of camera, Councillor Quinlan seconded the motion, motion carried.


Councillor Baker motioned to award the merit raises after the Consumer Price Index has been applied discussed in camera, Councillor Quinlan seconded the motion, motion carried.


As there was no further business to discuss, Councillor Baker motioned to adjourn the meeting at 9:42pm.
