 Regular Session

Town Council

February 6, 2019

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:58pm with  Councillor Stoddard, Councillor Quinlan, Councillor Baker, Councillor Link, Councillor Atkinson and Councillor Newell all in attendance. 

 

          

 

ADDITIONS TO THE AGENDA:

 

            There were no additions to the agenda

          

                                                                                                          

                                                          

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Stoddard, seconded by Councillor Quinlan to approve the agenda as circulated.  Motion carried.

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

             Councillor Link noted an omission from the previous Regular Council Meeting Minutes. It was explained by Mayor Stoddart that there was a procedural error about voting that had to be corrected. This procedure was defined and explained to council.

It was moved by Councillor Atkinson and seconded by Councillor Stoddard that the proper procedure be followed in future meetings. Motion Carried

 

 

APPOINTMENTS:

 

Peter Fairweather and Meghan Bond:

 

Peter and Megan met with council to get approval to maintain some Bee hives on their property in Clark’s Harbour.

It was moved by Councillor Baker and seconded by Councillor Quinlan that Mayor Stoddart and the Clerk meet with Meghan and Peter to further investigate the possibility. Motion Carried.

MATTERS ARISING FROM THE MINUTES: 

 

            There were no Matters from the previous minutes

          

REPORTS

 

Streets, Sewers and Unsightly Premises:

 

            Report was presented to Council and discussed.

A few repairs and maintenance has been carried out on the shed and pumps.

 

 

 

Recreation:

 

It was noted by Councillor Newell that there were some lamps blown on the boardwalk. Also some of the playground equipment may need some maintenance.

 

          

Building Inspectors Report:

 

There were 2 permits issued in January.

 

            

          

Mayor/Councillors: 

                        Councillors Baker, Stoddard and Newell spoke of their various activities since the last regular meeting of Council.

It was requested by Council that a letter concerning parking fees at hospitals be sent to the Minister and Deputy Minister of health concerning the issue.

It was moved by Councillor Baker and seconded by Councillor Quinlan that a letter be sent. Motion Carried.

It was discussed about hiring for Public Works that the job needs to be posted on more places than the town Website and Facebook page in order for it to reach more people.

It was moved by Councillor Quinlan and seconded by Councillor Newell that the job posting be put on South West Employment Services and The Job Bank. Motion carried.

CORRESPONDENCE: 

 

 

a.   Response letter from Chuck Porter; Minister of Municipal Affairs

 

A letter was read to Council from Minister Chuck Porter acknowledging receipt of our letter to him concerning a central Dispatch System across Nova Scotia. He advised us that Municipal Affair staff are currently in a review of the issue to identify potential options.

 

 

b. N.S Association of Realtors

 

Council received a letter from NSAR asking for the Deed Transfer tax to be amended.

It was moved by Councillor Stoddard and seconded by Councillor Newell that there are no plans to change anything at this time. Motion carried.

 

 

 

 

c. Ducks Unlimited Canada Grant Request

 

Ducks Unlimited Canada requested an Item for donation for their upcoming silent auction and dinner.

It was moved by Councillor Quinlan and seconded by Councillor Link that an item or items be granted totalling $50. Motion carried.

 

d. Island & Barrington Passage Fire Dept Grant Request

 

IBPFD sent a letter asking The Town for sponsorship by way of an ad in a booklet for a Vehicle Extrication Competitions.

It was moved by Councillor Baker and seconded by Councillor Newell that the Town Sponsor a full page ad for $100. Motion carried.

e. Shelburne Co, Mental Health and Wellness Association Grant request

 

A letter was given to Council by SCMH&WA asking for $200 for a project they have been working on.

It was moved by Councillor Stoddard and seconded by Councillor Link that funds not be given out due to budget restrictions for donation requests.

 

 

f. Sou’West Nova Transit Association Grant Request

 

Sou’ West Nova Transit presented council with a draft budget for the upcoming fiscal 2019/2020 year and requested the yearly donation of $900 and an additional amount of $822.30 for next fiscal.

It was moved by Councillor Stoddard and seconded by Councillor Quinlan that The Town of Clark’s Harbour give the normal $900 plus 2% for a total of $918. Motion Carried.

 

 

g. Letter from Region 6 Requesting input on Plastic bag ban.

 

An email was received from Region 6 waste Management notifying Council of a meeting with The Minister of Environment with The Regional Chairs, asking if we had anything to add to the concerns to be discussed.

It was moved by Councillor Atkinson and seconded by Councillor Quinlan that there were no additions from council. Motion carried.

 

 

h. Proposed routes and road closures for Bike Race

 

The proposed road closure for Bicycle NS for the August bike race in Clark’s Harbour was presented to council.

It was moved by Councillor Quinlan and seconded by Councillor Stoddard that route closure was ok as along as it didn’t interfere with the local businesses or Church access on Sunday. Motion carried

NEW BUSINESS

 

a)     2019 Assessment roll report

 

This report was presented to Council and discussed.  There was an overall increase in property tax dollars of $16,400 from 2018, mainly because of new construction and renovations.

 

b)     Volunteer Supper Date & Location

Volunteer week is April 7-13 2019, Barrington is hosting the Volunteer dinner this year at Woods Harbour Community Hall on April 10@ 6:30pm. The dinner is Stuffed Pork Meal. Anna Kenney is the contact for the dinner.

 

 

 

c)     Community Volunteer nominations

 

Volunteer Nomination forms were given out to local organizations to be submitted back to the Town for local Volunteer awards. Three nominees that were submitted to the Town were; Helen Atwood nominated by Sea Breeze Rebekah Lodge, Stephen Ayres was nominated by New Horizons Seniors Club and Jessica Harris was nominated by CHES.

Council was directed to vote for a person from the list to go to the Provincial Volunteer Gala Held in Halifax on April 1st. Helen Atwood was voted as the Provincial Recipient Award from Clarks Harbour.

It was moved by Councillor Baker and seconded by Councillor Stoddard that Helen Atwood go to Halifax Provincial Volunteer Gala, and should Helen decline that Stephen Ayres be the alternate. Motion Carried.

 

 

 

d)     International Women’s Day Supper date and Grant Request

 

International Women’s Day Gala will be held on Friday March 8th at the Barrington Lions hall at 6pm. Karen Swim was the chosen recipient from The Town of Clark’s Harbour. Tri County Women’s Centre across Yarmouth, Digby and Shelburne Counties hold the event each year and are requesting some funding support for the event in the Amount of $250.

It was moved by Councillor Baker and seconded by Councillor Newell that the $250 be granted to the organization for the event. Motion Carried.

e)     Letter to Rick Bower : Garbage Box

 

There was a concern placed at Town Hall from a citizen about the garbage box tolling rats and the placement being close to neighbours property.

It was moved by Councillor Stoddard and seconded by Councillor Quinlan that a letter be sent to Rick Bower the property owner to address the matter. Motion carried. 

 

 

 

 

As there was no further business it was moved by Councillor Stoddard and seconded by Councillor Atkinson the meeting be adjourned at 9:30 pm. Motion carried.
