Regular Session

 

Town Council

 

December 02, 2020

 

 

 

The regular session of Town Council was called to order by Mayor Stoddart at 6:58 pm with Councillor Quinlan, Councillor Link, Councillor Baker, and Councillor Atkinson in attendance. 

 

 

ADDITIONS TO THE AGENDA:

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Quinlan, seconded by Councillor Baker to approve the agenda as circulated.  Motion carried unanimously. 

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Atkinson and seconded by Councillor Link to approve the previous minutes. Motion Carried unanimously.

 

 

APPOINTMENTS:  None  

 

 

 

MATTERS ARISING FROM THE MINUTES:

                                                Second reading of The Dog By-Law

 

                        Mayor Stoddard called for any changes or concerns noted form the amended By- Law. No issues or concerns were mentioned.

                        It was moved by Councillor Quinlan and seconded by Councillor Link to approve and pass the amendments made to the town of Clark’s Harbour By-Law #17 Dog Control. Motion carried unanimously.

REPORTS

 

Streets, Sewers and Unsightly Premises:

                         Public Works Report was presented to Council.

            The clarifier wall is in need of repair and has to be done as soon as possible. Doug and Daughter welding are going to do the repairs.

 

 

Recreation:

 

Building Inspectors Report:  October 0 permits

                                                  November 2 permits issued

          

            Mayor/Councillors:

                        Councillor Quinlan and Councillor Link gave reports of recent meeting they attended.

                      

                                              

CORRESPONDENCE: 

                        Press release Lobster Situation

            The Clerk updated Council on the recent meetings between the11 municipalities and Towns, RCMP, Minister Jordan and Allister Surette. There was a copy of a press release given to Councillors that was issued on Friday November 27th stating the concerns of public safety and the economic impact affecting the 11 municipalities and Towns.

 

                        Shelburne County Mental Health & Wellness Association:

            A letter was sent to the Town Council inviting the appointment of a representative. Meetings are held the 3rd Tuesday of each month at 10am.  The clerk will contact the association to see if councillors would be able to take turns as all of the Councillors have day jobs and are not guaranteed the time to meet. Also will ask if the Clerk can sit, in case of the absence of a  Councillor.

NEW BUSINESS:

 

                        Public Works Maintenance Building Tenders:

            3 quotes were submitted to the Town for the construction of the building:

          

            It was moved by Councillor Quinlan and Seconded by Councillor Link that Rodney Knowles Tender be accepted for $44,275. With work beginning after March 2021. Motion carried unanimously.

 

                        House Decorating:  

            Once again this year the town will hold a Christmas house decorating contest.

Judging will take place on Dec 17th (weather permitting) with 5 prize Categories: Best Overall, Judges Choice, Most Traditional, Most creative and Most effective use of Lights.

 

 

                        Casual Labour:

            It was asked by Mayor Stoddard if council wished to hire the former Mayor Stoddart as a casual laborer, with the knowledge of plowing and operation of the backhoe it was thought to be considered if one of the PW employees were out sick, or if help was needed keeping up with a potential storm in the wintertime, also being able to do mowing for the town before the summer students are available.

            It was moved by Councillor Atkinson and seconded by Councillor Quinlan to put Leigh in as a casual labourer and that an ad be put on the Town website and the Town Facebook page looking for interested individuals for casual labourers so we can have a list to choose from when and if the need arises. Motion carried unanimously.

 

 

            Staff Christmas Bonus:

            It was asked of council if they wished to continue with staff Christmas bonus this year.

It was moved by Councillor Baker and seconded by Councillor Atkinson that the bonus structure remains the same as in previous years. Motion Carried, unanimously.

 

 

            Royal Bank Closure

            Notice was given to customers of the Royal Bank Clark’s Harbour that as of June 18 2021 the Branch in Clark’s harbour will close for good.

            It was moved by Councillor Baker and seconded by Councillor Quinlan that a letter of concern be sent to the Royal Bank from the Town of Clark’s harbour stating the disappointment with the closing. Motion carried unanimously.

            Letter to Potential Financial Institutions

 

            It was discussed that other financial institutions may be interested in coming to the area after the Royal Bank closes.

            It was moved by Councillor Link and Seconded by Councillor Quinlan that the Town reach out to the owners of the property and see what plans they may have for the building in the future and if they would be willing to continue to lease the property, if so the Town will reach out to other institutions to see if they would be willing to come to the area. Motion carried unanimously.

 

 

Additions to the Agenda:

 

 

            Noise Complaint

 

            It was brought to the attention of Councillor Atkinson that there was a resident operating a generator that was extremely loud and disturbing the quiet of the neighbourhood. Mayor Stoddard reached out to the individual and advised of the complaint.

 

            CHES

          

            A member of the CHES reached out to Councillor Baker and asked if the Town of Clark’s Harbour would be able to help the School with lighting of the playground, with the recent vandalism done to the playground they would like to have better light to see at night with the security system.

            It was moved by Councillor Atkinson and Seconded by Councillor Baker that the town reach out to NS power and see what can be installed for lighting at that area.  Motion carried unanimously.

 

As there was no further business at 8:40 pm the meeting was adjourned.
