Town of Clark's Harbour : Town Minutes - December, 2016Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 1991 Regular Session Town Council December 06, 2016 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Trudy Quinlan, Irene Baker, Russell Atkinson, Louannn Link and Cara Ross present. Absent was Councillor Rex Stoddard. ADDITIONS TO THE AGENDA: VON APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Quinlan to approve the agenda, as well as the addition, as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Atkinson and seconded by Councillor Quinlan to approve the previous minutes. Motion carried. APPOINTMENTS: a) A plaque was presented to Dr. Blair, by Mayor Stoddart, to recognize his 35 years of service in the Clark’s Harbour/Barrington areas. b) Trudy Atkinson on behalf of Sally Nickerson (President of the Barrington Township Museum Association) was present to ask if the Town of Clark’s Harbour had a suitable place to house their artifacts, as the present location is overcrowded as it is shared with the Cape Sable Island Historical Society and the Military museum. Ms. Atkinson was informed that the Town does not have a place at this time to accommodate them. c) Karla Wilms, NSCC academic chair, was in attendance to inquire of the Town if Clark’s Harbour would be willing to lend out their Council chambers, or other such building with WIFI, so that NSCC could conduct a pilot program which would enable those that do not have a grade 12 diploma to acquire such. Council was in favour of accommodating NSCC in this quest. 1992 d) Chris D’Entremont, MLA, for Argyle Barrington was present to meet the new Council members as well as to discuss the current affairs affecting Argyle – Barrington area at this time. MATTERS ARISING FROM THE MINUTES: none REPORTS Streets, Sewers and Unsightly Premises: The monthly report was read and discussed. Recreation: No report available for this period. Building Inspectors Report: There was one permit issued in November for an estimated value of $20 000. Fire: No fire report available at this time. Police: No police report available at this time. Mayor/Councillors: Councillor Quinlan reported on her activities since last Council meeting. CORRESPONDENCE: a) Royal Canadian Sea Cadets: An invitation was received from the 327 Unicorn Cadet Corp of Barrington inviting two members of Council to attend their annual Christmas Mess dinner on Saturday, December 17th at the Barrington Area Lions Hall. b) Western Shelburne County Healthcare Charitable Society: In a motion made by Council Atkinson, seconded by Councillor Baker, Council agreed to a donation of $200 to the Western Shelb. Co. Healthcare Charitable Society. 1993 c) Canada’s Volunteer Awards (150th Anniversary): Information regarding Canada’s Volunteer Awards was circulated among Council. d) VON (addition to agenda): A motion made by Councillor Baker, seconded by Councillor Atkinson, Council agreed to a $100 donation to the VON (Victorian Order of Nurses), a non-profit organization. NEW BUSINESS a) 2017 Events: A list of possible events was discussed for the upcoming 2017/18 fiscal year and for Canada’s 150th Anniversary of Confederation. b) 1st Gas Tax Money Installment: A motion made by Councillor Atkinson, seconded by Councillor Quinlan, instructing the Clerk to withdraw $22 421.; representing the first installment of Gas Tax money; from the operating account and put into the reserve account was accepted by Council.
