The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Louann Link, Irene Baker, Trudy Quinlan and Russell Atkinson present.
ADDITIONS TO THE AGENDA:
APPROVAL OF THE AGENDA:
It was moved by Councillor Baker and seconded by Councillor Quinlan that the agenda as well as the additions be approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
It was moved by Councillor Quinlan and seconded by Councillor Link that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.
APPOINTMENTS:
MATTERS ARISING FROM THE MINUTES:
This policy was altered to add CSI New Horizons and Seabreeze Rebekah Lodge, which were originally part of the Annual Grant policy, and to update the low-income property tax exemption for individuals who reside in their own home and have an annual income of twenty-seven thousand dollars ($27,000) or less for the previous year.
Commencing in the 2025/2026 fiscal eligible property owners will receive a property tax exemption of three hundred dollars ($300) and there will be a two percent (2%) annual increase of both the property tax exemption and that of the annual income.

Also, the CSI New Horizons and Seabreeze Rebekah Lodge will be eligible to receive an annual exemption of property taxes (this does not include the sewer service fee).
Councillor Quinlan, seconded by Councillor Baker, motioned to accept the new policy as presented, motion carried.

Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
All relevant correspondence was shared with Council via email and only that that required action is listed below.
Ecodrive Nova Scotia is seeking a letter of support from the Town. They are seeking to establish an EV charging network in rural areas of Nova Scotia.
Councillor Link, seconded by Councillor Quinlan, motioned that a letter of support be written on their behalf. Motion carried.

NEW BUSINESS:
The Clerk had asked to move the regular meeting from the third (3rd) to the tenth (10th) to accommodate the Auditors who want to present the 2023/2024 financials.
Councillor Baker, seconded by Councillor Link motioned that the meeting be moved from the third to the tenth, motion carried.
At one point, it was thought that the area would be used for a pickle ball court, but it seems that that sport is more of an indoor sport and not usually played outdoors during the summer months.
Mayor Stoddard asked of Council if they would be willing to explore the idea of a natural playground for children inside the skateboard area. Also to explore the idea of planting of trees that are suitable for the area along the boardwalk behind the skateboard area and a hedge outlining the grassy area behind the gazebo and along the edge which falls behind the CSI New Horizons.
Councillor Quinlan, seconded by Councillor Link, motioned to proceed with the above plans. Motion carried.
Councillor Quinlan motioned to swear in new council at the first regular meeting of Council following the election which is November 5th, 2024, Councillor Link seconded the motion, motion carried.
Addition to the Agenda
It has been discovered by our Public Works employees that the entry way floor is in very poor condition. The floor area under the stage is also questionable. Mayor Stoddard suggested to get an inspection done by a qualified person (s) to determine the amount of deterioration and what would be the best course of action to take. 2426
Councillor Atkinson motioned to contact a qualified person to inspect the areas in question to determine the amount of deterioration, Councillor Quinlan seconded the motion, motion carried.
