Town of Clark's Harbour : Town Minutes - August, 2023Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2373 Regular Session Town Council August 02, 2023 The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Trudy Quinlan, Louann Link, Irene Baker and Russell Atkinson present. ADDITIONS TO THE AGENDA: a) Long Service Awards b) Office Space APPROVAL OF THE AGENDA: It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the minutes from the previous meeting be approved as circulated. Motion carried unanimously. APPOINTMENTS: None MATTERS ARISING FROM THE MINUTES: REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: 2374 Building Inspector Report: No permits were issued for the month of July. Mayor/Councillors: Mayor and Councillors shared their activities and meetings attending since the last regular meeting of Council. CORRESPONDENCE: All relevant correspondence was shared with Council via email and only that that required action is listed below. a) Use of Legion/Community Centre for Non-Profit Organizations There was a request from Minnie’s Furry Friends to use the Legion/Community Hall for monthly bingos to raise money for this organization. (It was later learned that they may not go ahead with this because of the need of permits from the Lottery Corp to hold such events.) It was discussed that any registered Non-Profit Organization from the Town would be permitted to use the Legion/Community Hall free of charge for fund raising activities. Councillor Baker motioned to permit registered non-profit organizations from the Town to hold fund raising events at the Legion/Community Centre, Councillor Quinlan seconded the motion, motion carried. b) Voluntary Vulnerable Persons Registry Council discussed the possibility of establishing a voluntary vulnerable persons registry. This registry would be for residents of the Town that have severe difficulty with mobility, vision/hearing impairment, developmental disabilities, cognitive impairment, mental health issues or any resident who requires electricity for life sustaining equipment such as life support, oxygen, dialysis, etc., during a state of emergency. As the Town has limited resources, it was felt that this should be something EMO should be establishing and would work with the REMO, if they should decide to move in this direction. NEW BUSINESS: a) Deed Transfer Tax (June) The Town received sixteen hundred, fifty dollars ($1650) in deed transfer tax for the month of June, 2023. 2375 ADDITIONS TO THE AGENDA: a) Long Term Service Awards Councillor Baker qualifies for the fifteen-year award, she has served as Councillor for nineteen consecutive years. Mayor Stoddard has served for Councillor for twelve years and as Mayor for three, for a total of fifteen years, he qualifies for the fifteen-year award. Councillors Quinlan and Atkinson (Russell) have each eleven years (consecutively) and Councillor Link has served seven years. b) Vacant Office Space with Town Hall Councillor Link inquired if the vacant office could be used by visiting dignitaries from out of the area if required. She was assured that it would not be a problem with Office Staff.
