Town of Clark's Harbour : Town Minutes - August, 2022Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2322 Special Council August 23 2022 A Special Council meeting was called to order by Mayor Rex Stoddard at 6:30 pm with Councillors Trudy Quinlan, Louanne Link, Russell Atkinson and Irene Baker present. Additions to the Agenda: None Approval of Agenda: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the agenda be approved as circulated. Motion carried unanimously. New Business: The Mayor has relayed to Council that the Committee of the Whole of the Municipality of Barrington had recommended to their Council that they proceed with talks with the Town regarding the wastewater facility. At this time, the Town is still awaiting a reply from CBCL as to whether there is sufficient square footage for the expansion of a new facility. A study had been performed earlier by this company, but expansion was not part of the initial study. After visiting with the Town’s solicitor earlier, it was discussed with Council as to what the solicitor had advised regarding the current dog by law. Council members were given copies of similar dog by laws from neighbouring municipal units, and it was asked of them to choose some of the items that would fit with the Town, and it would be discussed at the regular meeting on September 7th. It was also discussed that the Town does not currently have a by law officer on staff and that Tyrell Goodwin, supervisor with Public Works had indicated that he would be willing to act as by law officer. The clerk stated that this item was slated for the September 7th meeting and there was consensus that this be discussed at that time along with the extra wage that this may entail. It was 7:45 pm and there being no further business, it was motioned by Councillor Quinlan that the meeting be adjourned. _____________________ _________________ Mayor Town Clerk 2319 Regular Session Town Council August 03, 2022 The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present. ADDITIONS TO THE AGENDA: 1. Mom’s Unite Mom’s Unite will be at 2646 Main Street, Clark’s Harbour (Dr. Blair’s Office) to hand out NARCAN kits on August 11 2022. 2. Fisherman’s Memorial The Fisherman’s Memorial will be held September 25th 2022, 2pm at the Town Hall. Officiator to be determined. 3. NS Power Nova Scotia Power will be contacted to scope poles for outside outlets to enable the Town to display lighted décor. 4. Fireworks Detonation Course Councillor Atkinson inquired if Public Works employees would be interested in taking any courses available to detonate fireworks for the Town. APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Link that the Minutes from the previous meetings be approved as circulated. Motion carried unanimously. APPOINTMENTS: There were no appointments. 2320 MATTERS ARISING FROM THE MINUTES: a) Nova Scotia Utility and Review Board There will be a public hearing held at the Town Hall on August 22 2022 for those that would like to discuss the current number of councillors. . REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: A meeting will be held Aug 3, after the regular meeting of Council Building Inspector Report: No reports available at the time of meeting. Mayor/Councillors: Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council. CORRESPONDENCE: 1. Thank You Card A very nice thank you card was received from residents residing in the USA to congratulate the Town for its July 1st activities. 2. Swim Land for Sale The Clerk was approached by real estate agent, Tiffany Conrad, to see if the Town would be interested in purchasing a piece of property owned by the late Cleveland Swim, located on Bruce Street. Councillor Quinlan motioned that no offer be offered as there was no interest in owning the property, Councillor Link seconded the motion, motion carried. 2321 3 & 4. Barrington Municipal Exhibition The committee of the Barrington Municipal Exhibition has asked to use the Town’s bingo machine for their upcoming exhibition and asked for a donation. Councillor Baker motioned to allow them to use the bingo machine as long it was returned in a timely manner and in the same condition as when it left. Councillor Quinlan seconded the motion, motion carried. Councillor Atkinson motioned to give $200 to the exhibition, Councillor Link seconded the motion, motion carried. NEW BUSINESS: a) Deed Transfer Tax The deed transfer tax for June in the amount of $8 700 was shared with Council b) Addition to Dog Policy Councillor Atkinson motioned to update this policy to include written letters to new homeowners moving to the area, who may own dogs that they must register those dogs at the Town Hall. Councillor Quinlan seconded the motion, motion carried.
