Regular Session

 

Town Council

 

August 05, 2020

 

 

 

The Regular Session of Town Council was called to order by Mayor Stoddart at 6:56 pm with Councillor Stoddard, Councillor Link, Councillor Baker and Councillor Newell, Councillor Quinlan, Councillor Atkinson in attendance. 

 

 

ADDITIONS TO THE AGENDA:

 

                                           Approval of Final 2019-2020 Audited Financial Statements

                                           Donation Request to Roseway Hospital Foundation for Digital X-ray

                                                                                                                                                          

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Quinlan, seconded by Councillor Atkinson to approve the agenda as circulated.  Motion carried unanimously. 

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Newell and seconded by Councillor Atkinson to approve the previous minutes. Motion Carried unanimously.

Streets, Sewers and Unsightly Premises:

 

             Public Works Report was presented to Council and discussed.

Recreation:

            

 

Building Inspectors Report: July 3 permits Issued valued at $105,000

Councillors were given information on a website for Voters and candidates.

 

       
       

NEW BUSINESS:

                                    Speed Radar:

 

            The clerk spoke to Council on the idea of investigating into the purchase of a speed radar to be installed within the school Zone in The town, traffic is moving very fast and safety concerns for the children returning to school has been talked about. The Clerk has sourced a company that supplies these systems and will sit on a webinar to learn more about the device and costing and will report to council at next meeting.

 

 

                                    Water Coupon:

 

The MOB \ EMO are looking into the idea suppling water coupons to residents of The Municipality of Barrington in the event of a drought situation. The idea was put out to Council and determined that the town may look into something should the need arise.

 

                                    Beautification Grant

 

The town had applied for a grant of up to $10,000 for Street Scaping and Town Beautification.

A letter from the Minister Chuck Porter was received confirming the Amount of $5000 was awarded to the town for this purpose. Since the amount received was less than applied for, the original projects planned are not financially feasible for the town. Instead there were decisions made that the town would go forward with two of the original planned tasks – Banners and bike racks and possibly if there is any money left look into solar lights and benches for the Town.

            Advanced Project Information on Gas Tax Spending:

 

The province is looking to Towns and Municipalities asking how the allotted gas tax Funding will be spent for fiscal 20-21. Eligible projects were discussed and decided upon.

It was moved by Councillor Stoddard and seconded by Councillor Quinlan that the Town use eligible funds for, Street Paving, Pumps for Lift Stations, Roof repair at Sea Side Heritage Hall, and Recreation Field Backstop for an estimated total of $57,000. Motion Carried unanimously.

 

          

 

Additions to the Agenda:  19-20 Audited Financial Statements:

 

                        The Audited 19-20 Financial Statements were presented to council for approval.

It was moved by Councillor Quinlan and Seconded by Councillor Atkinson that the Statement be accepted. Motion Carried unanimously.

          

                                             Donation To Roseway Hospital:

                        A request was received from the Roseway Hospital Charitable Foundation asking for $7000 from the Town Of Clark’s Harbour to help purchase a new digital X-ray Unit that will replace the current 20 year old analog x-ray machine.

            It was moved by Councillor Baker and Seconded by Councillor Newell that the donation be approved. Motion Carried unanimously.

    


As there was no further business at 8:07 pm it was moved by Councillor Stoddard the meeting be adjourned.
