Each set of minutes are separated by a horiztonal line. 2260 Regular Session Town Council April 07, 2021 The regular session of Town Council was called to order by Mayor Stoddart at 6:48 pm with Councillor Quinlan, Councillor Link, Councillor Baker, and Councillor Atkinson in attendance. ADDITIONS TO THE AGENDA: Kids fair play fund APPROVAL OF THE AGENDA: It was moved by Councillor Quinlan, seconded by Councillor Atkinson to approve the agenda as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Baker and seconded by Councillor Link to approve the previous minutes. Motion Carried unanimously. APPOINTMENTS: None 2261 MATTERS ARISING FROM THE MINUTES: None REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council. Sewer system was discussed and possibility of Barrington hooking in Recreation: A gentleman came in the hall and asked the clerk if he could use the town hall area it as a starting point to begin his charity bike ride. It was asked of Council and all agreed it would be fine. Building Inspectors Report: Report was not received in time for meeting. Mayor/Councillors: Councillor Quinlan, Councillor Link, Councillor Baker and Mayor gave reports. CORRESPONDENCE: Bill #47 Amendments Amendments are in the final stages for Bill #47.Clark’s harbour will send a letter to levels of government opposing these changes. It was moved by Councillor Link and Seconded by Councillor Atkinson that Clark’s Harbour also send a letter of concern for the amendments. Motion carried, unanimously NEW BUSINESS: JEMO Plan Revisions- At a meeting held on March 9th in Clark’s Harbour of the Executive board for the EMO for Barrington and Clarks Harbour area, the updates EMO Plan was presented to the board and accepted and approved. The plan was then taken to the respective councils for acceptance and approval. It was moved by Councillor Quinlan and seconded by Councillor Baker the updated plan be accepted and approved. Motion carried, unanimously. 2262 IBFD Operating Budget The Proposed 2021-2022 Island and Barrington Fire Department operating budget was presented to council. Clarks harbour share is $51,080 the same as last year. It was moved by Councillor Quinlan and seconded by Councillor Baker that the proposed IBFD operating budget be approved and accepted. Motion carried unanimously. WCRL New Funding Formula A letter was received from WCRL requesting a change to the funding received from the Towns and Municipalities for the 2021-2022 fiscal year. This same request was given last year. It was advised from AMANs to Towns and Municipalities that the formula not be changed and it will be changed in the coming 2022-23 fiscal year. July 1st Celebrations: A discussion about July 1st celebrations was held. It was moved by Councillor Atkinson and Seconded by Councillor Quinlan that Celebrations be cancelled this year due to COVID-19 restrictions. Motion Carried, unanimously. Staff Salaries & Council Honorariums At 8:04 pm It was moved by Councillor Baker and Seconded by Councillor Atkinson that Council enter into In- Camera Session to discuss Staff wages and Council Honorariums. Motion carried unanimously At 8:30 pm it was moved by Councillor Atkinson and seconded by Councillor Link that Council adjourn from In- Camera. Motion carried, unanimously. It was moved by Councillor Quinlan and Seconded by Councillor Atkinson that the Clerk receive a $2000 wage increase. Motion carried, unanimously. It was moved by Councillor Baker and seconded by Councillor Quinlan that public Works Supervisor receive a $5000 salary increase upon the passing of the Waste Water level 1 exam. Motion carried unanimously. It was moved by Councillor Atkinson and seconded by Councillor Quinlan that Staff wages and Councillor Honorariums increase by 2%. Motion carried, unanimously. 2263 Additions to the Agenda: Funding Request from Kids Fair Play Fund: A letter was received from the Kids Fair Play Fund asking for a $500 donation. In the March meeting Grants to organizations Kids Fair play fund was approved for $150. It was moved by Councillor Baker and seconded by Councillor Atkinson that the donation be increased to $300 this time.
