 Special Council

April 15, 2019

A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:30 pm with Councillors Rex Stoddard, Cara Newell, Trudy Quinlan, and Russell Atkinson present.  Councillor Irene Baker and Louann Link were absent due to work committments.

 

 

 

Additions to the Agenda:  Resident Complaint

                                             Fun Run

 

 

Approval of the Agenda:  Motioned by Councillor Stoddard, seconded by Councillor Quinlan            to approve the agenda as circulated, motion carried.

 

 

 

New Business:

 

            Appointment: Island and Barrington Fire Department

                        The IBFD Chief and Trucks committee met with Council to put forward a proposal to pursue a new Quint Truck (ladder truck).They are looking to add 5.54 cents to the area rate in their fire district. This increase would put IBFD fire rate in the middle of the current fire rates in the Municipality of Barrington.

                        After a lengthy discussion, a motion was made by Councillor Atkinson and seconded by Councillor Stoddard that council approve the town’s portion of the funding to purchase the new ladder truck. Motion carried.

                        Council wished to amend the previous motion with a motion made by Councillor Atkinson and seconded by Councillor Stoddard that The Town of Clarks Harbour pay $16,000 per year for the next ten years to IBFD to purchase the Quint Truck. Motion carried.

 

 

            Summer Jobs Selection:

                                  

                        Five resumes` were received for the summer jobs within the Town of Clark’s Harbour, successful candidates were Jaden Link, Benjamin Nickerson and Daniel Comley. A motion was made by Councillor Stoddard and seconded by Councillor Quinlan that Daniel Comley and Benjamin Nickerson be hired for the parks & ground maintenance and Jaden Link for the Heritage Hall Museum. Motion carried.

            New Date for Street Committee Meeting:

                        The street committee will meet on April 24 @ 630pm.

 

Additions to the Agenda:

                      

                         Resident Complaint- Councillor Newell received some complaints from a resident concerning some chickens running freely around the neighborhood and making a mess around the yard, also the resident is concerned about the height of a neighbors’ hedge blocking the visibility to the street when coming out of the driveway. The resident also had concerns about abandoned ducks wandering around and getting into the garbage and making a mess in the yard

                        A motion was made by Councillor Atkinson and seconded by Councillor Stoddard that a letter of concern be sent to the neighbor asking that the chickens be kept in a secured environment to prevent them from running around and away from their own property, also that the hedge be looked at by Councillors to see what needs to be done to make visibility clearer. Councillor Newell was going to try to have the ducks relocated. Motion carried.

                      

 

                        Fun Run- Councillor Newell asked permission from Council to hold a Fun Run in Memory of Matt Maxwell. The run will be scheduled for June 21st beginning at 6:30pm. It will be a Family event consisting of a 5k \ 2K walk or run. A motion was made by Councillor Atkinson and seconded by Councillor Stoddard that the event be approved. Motion Carried.

 

At 8:35pm it was moved by Councillor Quinlan that the meeting be adjourned.

 Regular Session

Town Council

April 3, 2019

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7pm with Councillor Stoddard, Councillor Quinlan, Councillor Baker, Councillor Link, Councillor Atkinson and Councillor Newell all in attendance.

            It was moved by Councillor Baker, seconded by Councillor Quinlan to approve the agenda as circulated.  Motion carried.

It was moved by Councillor Stoddard and seconded by Councillor Quinlan to approve the previous minutes. Motion Carried

MATTERS ARISING FROM THE MINUTES: 

 

            There were no Matters from the previous minutes

          

REPORTS

 

Streets, Sewers and Unsightly Premises:

 

Report was presented to Council and discussed.

Town Council Street Committee will conduct a street review on April 24, 2019.

It was discussed that Boundary Street be put on the agenda for a capital project for paving this year, providing the DOT be in agreeance to pave their half. It was moved by Councillor Baker and Seconded by Councillor Quinlan that be the case, if not another street in the Town will be chosen. Motion carried.

 

 

Recreation:

 

Councillor Baker is looking into sourcing Medallions for the Annual Fun Run, she is looking to put the 100yr Anniversary LOGO on them.

 

          

Building Inspectors Report:

 

There were no permits issued for March

The annual Report was given- the 9 year average was  $515,000 mostly in the commercial zones with $431,000 resulting from Last year

 

            

          

            Mayor/Councillors: 

                        Councillor Quinlan reported of the most recent meeting outcomes from SASI

                        Councillor Newell reported on her attendance at the International Womens day Gala

                        Tammy Atwood attended a Region 6 Solid Waste Management meeting for Councillor Link and reported.

CORRESPONDENCE: 

 

a)Letter For A Heritage Survey:

 

A letter was received from a St Mary’s University Graduate Student requesting permission to insert a survery about local heritage, on The Town Website.

It was moved by Councillor Quinlan and seconded by Councillor Newell that the survey would be better suited on a Museum or Heritage site not the Town website. Motion Carried

 

 

NEW BUSINESS

 

a)     Staff salary and Council & Honorarium 2019.

 

                        Councillor Baker motioned that 1 staff receive an increase of 2% to salary the same as in previous years. The other 3 staff member are still in the probationary stage of employment and a decision will be made in the future at the end of the 6 month period.  Councillor Link seconded this motion. Motion carried.

 

                        Councillor Stoddard motioned that Council and Honorarium receive a 2% increase to salaries the same as in previous years. Councillor Quinlan Seconded this motion. Motion carried.

 

 

b) Grants to Organizations:

 

                        The 2019/2020 grants to organizations was discussed.

                        It was moved by Councillor Stoddard and seconded by Councilor Quinlan that the grants be approved as discussed. Motion carried.

 

 

b)     Legion Rate

 

            It was asked of Council to consider a reduced rate for the rental of the Legion by Cal Brown to give a special day long paint class on May 11 2019. 

            It was moved by Councillor Link and seconded by Councillor Baker that Cal pay the same rent of $40 for the day, same as the regular classes she gives.

c)     Officers for The Year 2019-2020:

 

      The Town of Clark’s Harbour Officers for the year was reviewed. It was motioned by Councillor Baker and seconded by Councillor Newell that the offices for the year 2019-2020 remain as is. Motion carried

 

                                                           

d)     Spring Cleanup:

 

            Spring cleanup for the Town of Clark’s harbour will be held on Monday April 29, 2019.

Memos have been sent out to residents as well as it has been posted on both the Town of Clark’s Harbour Facebook site and website.

 

 

e)     Property Taxes and Sewer Rate for the Year 2019-2020

                  A motion was made by Councillor Quinlan not to change the property tax or the Sewer rates for this fiscal year. Seconded by Councillor Baker. Motion carried

 

 

f)      Beautification and Streetscaping Program:

                  A Program designed to help Municipalities beautify through grants is open now until April 26 2019 with a minimum spend of $20,000 with 50% to be reimbursed. It was voted by council the Town not apply this year.

 

                      

g)     Donation in Memory:

 

                        It was moved by Councillor Baker and seconded by Councillor Newell that a donation be Made in Memory of Lorna Goreham to the VON for $200.it was also requested by Council that the money stay in the Clark’s harbour Barrington Area. Motion Carried

 

 

 

Additions to the Agenda

 

a)     N.S Mass Choir

            As part of the Town’s 100 year Celebrations, The N.S Mass Choir will be preforming on May 4th 2019 at 1pm at the Stone Church Clark’s Harbour. There will be a free will offering.

   b) Province Of NS Grant Approval:

 

                        A grant was applied for through NS Heritage and Culture to help with finances for the Town of Clark’s Harbour 100 year Anniversary Celebrations. The Grant was approved for $10,000

          

 

      c) Ball Field Canteen Wall:

            Councillor Newell had a request given to her from Karen Stoddard asking if something could be done with the wall of the Canteen building to make it look better, suggesting someone paint art on it. It was agreed on by Full Council that a Sign be Made saying “Home Of The Foggies” and be placed on the side of the Building.

 

d) July 1st Planning:

 

      Council will meet for a July 1st celebrations planning on May 6, 630pm in the Council chambers.

 

 

As there was no further business it was moved by Councillor Baker  the meeting be adjourned at 8:50 pm. Motion carried.
